Guard and Reserve Family Protection Act of 1991 - Entitles a member of the reserve or National Guard on active duty in connection with the Persian Gulf conflict to special pay if the member: (1) is entitled to military pay at an annual rate of less than $40,000; and (2) receives monthly military pay at a rate which is less than the monthly civilian wages of such member.

Establishes the amount of such special pay as the lesser of the difference between the monthly military pay and: (1) the monthly civilian wages; or (2) $3,333.33.
