House of Representatives Clean Indoor Air Act - Prohibits an individual from possessing a lit tobacco product in any public area within a House office building unless it is in an area designated by the House Office Building Commission.

Requires the Clerk of the House of Representatives to study and report to the Committee on House Administration on the feasibility of offering a smoke cessation assistance program for Representatives, officers, and employees of the House.
