Requires the Polish-American and Hungarian-American Enterprise Funds (established pursuant to legislation to support private sector development in Poland and Hungary) to use specified amounts of funding to support the development of indigenous credit unions in Poland and Hungary.

Declares that it is U.S. policy to allow U.S. persons and financial institutions to provide financial and technical assistance to credit unions in Poland and Hungary to the extent that, in the case of federally insured depository institutions, such assistance is prudent and consistent with safe and sound banking practice.
