Authorizes the Secretary of Education to provide financial assistance to the Washington Research Library Consortium for a facility in Prince Georges County, Maryland, that would link by computer eight university libraries in the Washington, D.C. metropolitan area of the District of Columbia, Maryland, and Virginia.

Authorizes appropriations. Makes specified funds under the Higher Education Act of 1965 available for expenditure under this Act.
