Utah Public Lands Wilderness Act of 1989 - Designates certain specified lands in Utah as components of the National Wilderness Preservation System. Provides for continuation of existing grazing on such lands.

Requires those areas in Utah administered by the Secretary of the Interior which are not designated as wilderness to be managed for multiple use.
