Utah BLM Wilderness Act of 1989 - Title I: Designation of Wilderness - Designates the following lands in Utah as components of the National Wilderness Preservation System: (1) the Great Basin Wilderness; (2) the Zion and Mojave Desert Wilderness; (3) the Grand Staircase and Kaiparowits Plateau Wilderness; (4) the Escalante Canyons Wilderness; (5) the Henry Mountains Wilderness; (6) the Dirty Devil River Wilderness; (7) the Cedar Mesa Wilderness; (8) the Canyonlands Wilderness; (9) the San Rafael Swell Wilderness; and (10) the Book Cliffs and Uinta Basin Wilderness.

Title II: Administrative Provisions - Directs the Secretary of the Interior to administer the wilderness areas designated under this Act.
