Removes a limitation on pension payments to veterans without spouses or children who are receiving Department of Veterans Affairs hospital care for a period of over three months.
Reduces from two years to one the required period of marriage before the death of a totally disabled veteran in order for the surviving spouse to be eligible to receive dependency and indemnity compensation.
