Urges State and local educational agencies to initiate programs of foreign language instruction in elementary schools.

Supports the statements of: (1) the National Governors' Association calling for such programs; and (2) the Follow-Up Committee to the Wingspread Consultation on Elementary School Foreign Languages, calling for establishment of a Blue Ribbon Commission to address the national agenda for foreign language instruction in elementary schools.
