Plain-English summary
Amends Federal provisions relating to the National Guard to include positions held by civilian technicians of the National Guard within the competitive service.
Provides that service performed by such technicians prior to the effective date of this Act shall be considered competitive service for purposes of eligibility for certain Federal benefits.
