On the Amendment S.Amdt. 2324 to H.R. 4554 (Agricultural, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 1995)

To establish that no employee of the Department of Agriculture shall be peremptorily removed without a hearing from his or her position because of remarks made during personal time regarding Departmental policies, or proposed policies.
