On the Amendment S.Amdt. 1261 to S.Amdt. 1258 to H.R. 1555 (Foreign Narcotics Kingpin Designation Act)

To provide that the Secretary of Energy shall be responsible for developing and promulgating all Departmental-wide security, counterintelligence and intelligence policies, and may use his immediate staff to assist him in developing and promulgating such policies.
