Meetings in the House and Senate on Budget Reconciliation (H. Con Res. 14, S. Con Res. 7, H.R. 1) including opposition to cuts to Medicaid and Education and Labor Committee Funding, as well as opposing provisions hurting federal workers (HR 1968, Full-Year Continuing Appropriations and Extensions Act, 2025). FY2026 Appropriations, in particular H.R. 5371 (Republican House CR) Conversation with House and Senate budget staffers to ensure SEIU priorities are protected in appropriations conversations as well as any funding lapse.

Meetings opposing bills excluding college sports players from being classified as employees (SCORE ACT, HR 4312)

Medicare/Medicaid

Advocating for workers, families as part of the regular budget and appropriations process. Advocating against key cuts to programs like Medicaid and SNAP. Meetings in House and Senate on CMS Nursing Home Staffing Rule, and sharing SEIU strong Opposition to HR 1683/S. 750, Protecting Rural Seniors Access to Care Act in 118th Congress and efforts to rescind rule for pay for in reconciliation. Labor Issues/Antitrust/Workplace

Consultation with Rep. Alexandria Ocasio-Cortez legislative staff and House Education and Workforce Minority Committee Staff on introduction of legislation to rescind DOLs proposed rule related to Fair Labor Standards Act (FLSA) for domestic service employees. Meetings with Rep. Nancy Barragan, Rep.. Pramila Jayapal and Senator Bernie Sanders in support of drafting letters to DOL in strong opposition to their proposed changes to Fair Labor Standards Act (FLSA) for domestic service employees. SEIU also contacted all Members of Congress urging their support of these three letters from the Members of Congress mentioned above; and assisted in hosting an informative briefing with Senate Minority HELP Committee staff on this rule open to all Senate Democratic staff. Consultation with Bayley Connors in Rep. Ayanna Pressley Office and SEIU endorsement of H.R. 4524, Equity in Government Act. Meetings with Minority Staff of the Senate HELP Committee and RI House and Senate Delegation Members to discuss the SEIU worker strike at Butler Hospital in Providence, RI. Advocating for labor policy changes including raising the fed min wage and expanding rights for workers to join a union and enter into CBAs with their employers. S 1332, HR 2743, Raise the Wage Act; S1352, HR 2736, Public Service Freedom to Negotiate Act; S 852, HR 20- Richard L. Trumka Protecting the Right to Organize Act of 2025 Meetings re: childcare bills such as the Child Care for Working Families Act (ChildCarefor Every Community Act (bill number TBD) and forthcoming childcare bill from Rep. Khanna (no bill number yet). Work to support the Protect Americas Workforce Act (H.R. 2550 and Senate counterpart). Work to oppose the following bills: Unlocking Benefits for Independent Workers Act(S. 2210); Modern Worker Empowerment Act (S. 2228)/ H.R. 1319); Association Health Plans Act Independent Retirement Fairness Act; the American Franchise Act H.R.5267

Civil Rights/Civil Liberties

Advocating for democracy reforms that make elections more transparent, get more people involved in the political process, and expand voting rights. Advocating against laws that would make it harder for eligible voters to register and participate in elections. HR 14, John R. Immigration issues, including opposing increased funding for ICE in Budget Reconciliation (H. Con Res. 14 and S. Con Res. 7).

Law Enforcement/Crime/Criminal Justice

Meeting in support of the 911 SAVES Act (HR 540) Advocating against legislation that would dilute the judiciary and the powers granted to the branch by Article 3 of the Constitution and case law precedent. HR 1702 - the Judicial Understaffing Delays Getting Emergencies Solved (JUDGES) Act HR 1789 - the Promptly Ending Political Prosecution and Executive Retaliation (PEPPER) Act HR 1526 - No Rogue Rulings Act (NORRA)

Health Issues

Meetings with minority staff of House Ways and Means, House Energy and Commerce, Senate Finance Committees and health staff for Rep. Hakeem Jeffries and Sen. Chuck Schumer in opposition to H.R. 2199/S. 4750, the Restore Protections for Dialysis Patients Act. SEIU also sent a note to all Members in the House and Senate in strong opposition to this legislation. Follow up Meeting on Union endorsement of a Senate Resolution introduced by Senators Wyden, Markey, King in support of expressing the sense of the Senate that the Secretary of Health and Human Services should withdraw a proposed reduction in public notice and comment opportunities; and subsequent conversations with Senate Offices urging their cosponsorship of CRA resolution of disapproval to reverse the Richard Waiver. Met with staff of Rep. Debbie Dingell, and supported introduction of H.R. 5228, HCBS Workers Protection Act of 2025. Meeting with House and Senate Dem Offices expressing concerns about HHS Reorganization and RFKs Jr. Leadership of HHS. Introduction Meeting with Minority Staff of Senate Committee on Aging and Health and Labor Staff for Senator Gillibrand. SEIU had no specific request during this meeting, and recapped our past work with the Committee in previous Congresses. Meetings and SEIUs endorsement of a Congressional Review (CRA) Act bill to repeal the ACA Marketplace Integrity and Affordability Final Rule introduced by Rep. Sykes (D-OH) and Senator Warner (D-VA). Consultation with Senate HELP Senior Health Policy Advisor Michaela Brown on introduction of Sen. Sanders Health Care Workforce Expansion Act.

Government Issues

Advocating that in govt shutdown federal contractors get back pay. H.R. 5657; S 2963 Advocating for Congressional oversight of DOGE and how it operates including gathering a full accounting of the workforce and services/programs that it has cut without authorization from Congress.
