Creates a pathway to lawful permanent residency (a green card) for individuals from certain countries who satisfy specific eligibility criteria  The bill is focused on addressing humanitarian and emergency situations-providing protected immigration status for individuals fleeing repression or crises, hence the acronym "SECURE".
