Legislation to clarify rights of Alaska Natives to engage in subsistence activities on waters within the boundaries of Alaska conservation system units which are public lands. Education and outreach to support re-establishing a formal relationship with the Federal Government specifying a federal responsibility to educate Alaska Native youth on the same basis as other Native American youth.
