"Medicare Portability Pilot Program," a legislative rider to the FY2026 Labor, Health Human Services & Education Appropriations budget as introduced by Guam Del. James Moylan and recently by NY Rep. Adriano Espaillat HR 9054. It would ensure that all eligible American taxpayers be entitled to receive their earned Medicare benefits regardless of geographic location where such allowance may result in cost savings to the Medicare Trust Fund. The pilot program will limited to certain twelve countries including the Philippines that offer healthcare systems generally equivalent to the United States and would provide guaranteed savings for the Trust Fund as determined by CMS.
