Establishes the United States Commission on Improving the Effectiveness of the United Nations to examine and evaluate the strengths and weaknesses of the United Nations and to submit to the President recommendations on ways to improve its effectiveness and the role of the United States in such organization.

Sets forth specified items which the Commission should focus on in carrying out its duties. Requires the Commission to transmit to the President, the Congress, and the Secretary General of the United Nations a report containing a detailed statement of its findings, conclusions, and recommendations. Allows the Commission to receive private contributions. Requires the General Accounting Office to conduct audits of the Commission. Terminates the Commission 60 days after the submission of its report.
