Expresses the sense of the Congress that the Federal Reserve Board, in cooperation with the Federal Deposit Insurance Corporation, should provide $3.5 billion in direct credit to distressed agricultural lenders at discount window interest rates under the procedures used in the Continental Illinois Bank package so as to avoid adding to the budget deficit.
