Amends the copyright law to repeal the manufacturing clause which requires copies of certain English language works by U.S. authors to be manufactured in the United States or Canada to be eligible for U.S. copyright protection.
Amends the Trade Act of 1974 to require the U.S. Trade Representative to identify and report to the Senate Finance Committee and House Ways and Means Committee by February 1, 1987, on barriers to trade printed material erected by specified countries.
