Homeless Assistance Act of 1985 - Amends the Food Stamp Act of 1977 to permit persons with no fixed address to use food stamps to buy prepared meals at specified establishments.

Amends part A (Aid to Families with Dependent Children) of title IV of the Social Security Act to: (1) repeal the 30-day limitation on emergency assistance to needy families with children; and (2) extend emergency assistance to specified individuals (including minors) and couples.
