Amends the Federal Aviation Act of 1958 to prohibit air carriers from discriminating against handicapped persons.

Directs the Secretary of Transportation to: (1) revise Federal regulations regarding the carriage of handicapped persons to ensure that all subparts of such regulations apply to all air carriers; (2) review air carrier procedures for the carriage of handicapped persons; and (3) direct that such procedures be brought into conformity with Federal regulations.
