National Organ and Tissue Donor Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to encourage and assist States in enacting and implementing State laws requiring hospitals to establish protocols for identifying and assisting human organ and tissue donors.
Directs the Secretary to report to the Congress within one year on such activities.
