A bill to amend the Internal Revenue Code of 1954 to provide that the inclusion of tax-exempt interest in determining the taxation of social security benefits shall not apply to interest on obligations held by the taxpayer before the date of the enactment of the Social Security Amendments of 1983 and continuously thereafter.
