Amends the Board for International Broadcasting Act of 1973 to direct the Board for International Broadcasting to require Radio Free Europe/Radio Liberty, Incorporated, to establish a Russian language program, to be known as Radio Maccabee, for the Jewish population of the Soviet Union.
