Establishes the Disability Advisory Council (the Council), whose members shall be appointed by the Secretary of Health and Human Services, to conduct studies and make recommendations regarding the medical and vocational aspects of disability under titles II (Old Age, Survivors and Disability Insurance) and XVI (Supplemental Security Income) of the Social Security Act.

Provides that in addition to the above duties of the Council, the Secretary shall appoint a special panel to conduct studies with respect to the so-called "notch problem" for determining primary insurance amounts under title II of the Act. Requires the special panel to report its findings and recommendations to the Council. Requires the Council to report to the Secretary, and such report to be sent to the Congress and to the Board of Trustees of the Federal Disability Insurance Trust Fund.

Terminates the Council following submission of its report.
