Strategic Ethanol Reserve Act - Requires the Secretary of Agriculture to establish a Strategic Ethanol Reserve and to transmit to the Congress a Strategic Ethanol Reserve Plan detailing the design, construction, and maintenance of such Reserve. Outlines specific contents of such Plan.

Directs the Secretary to prescribe regulations which implement such Plan using only domestically-produced ethanol obtained from grain grown in the United States.

Sets guidelines for the reserve fill rate. Conditions withdrawal from the Reserve on a presidential declaration of emergency.

Establishes the Strategic Ethanol Reserve Account in the Treasury.

Requires the Secretary to report annually to the Congress regarding Reserve activities.
