Competitive American Exports Act of 1985 - Amends the Trade and Development Enhancement Act of 1983 to establish in the executive branch the Mixed Credit Coordination Board which shall: (1) establish guidelines for the mixed credit programs of the Export-Import Bank and the Agency for International Development; (2) oversee the operation of such programs; (3) recommend improvements in carrying out such programs; (4) develop a system for monitoring mixed credit use by foreign governments; (5) encourage private financial institutions to participate in mixed credit program financing; and (6) solicit the advice of, and consider any recommendation of the National Advisory Council on International Monetary and Financial Policies.

Directs the Mixed Credit Coordination Board to submit a quarterly report to the President and the Congress. Sets forth information to be included in such reports. Sets forth certain recommendations that the Mixed Credit Coordination Board shall make in connection with the establishment of policy and procedure guidelines.

Authorizes appropriations for FY 1986 for the Export-Import Bank and the Agency for International Development to carry out the tied aid credit program.

Amends the Export-Import Bank Act of 1945 to increase the percentage of Export-Import Bank funds that shall be available to finance exports by small businesses. Directs the Export-Import Bank to promote the policy of encouraging participation of small businesses in international commerce by: (1) providing information about the Export-Import Bank's small business programs to publishers of publications distributed to small businesses; (2) initiating other activities to provide more information about such programs to small businesses.
