Terminates all existing agreements with the European Community on reciprocal trade in consultation steel products as defined by the October 1982 Carbon Steel Agreement. Prohibits imports into the United States of all such consultation products unless and until: (1) the producing nation enters into a new and enforceable agreement with the United States on reciprocal trade in that category of product; and (2) the nation within which the port of embarkation of such product category is situated has a like agreement with the United States.
