Establishes a Commission on More Effective Government to study and recommend ways of promoting economy, efficiency, and improved service within the executive branch. Directs the Commission to recommend methods to improve the relationship between Federal, State, and local governments.
Directs the Commission to submit a final report to the Congress ten days after the 99th Congress convenes. Terminates the Commission 90 days after such date.
Authorizes appropriations.
