Amends title XVIII (Medicare) of the Social Security Act to provide for an extension of the prospective payment transition period.

Directs the Secretary of Health and Human Services and the Prospective Payment Assessment Commission to study and report to the Congress, by December 31, 1986, on their recommendations for changes in the payment methodology for inpatient hospital services.
