Plain-English summary
Amends the law regarding rail transportation contracts to require that a summary of contract provisions between rail carriers and purchasers of rail services, filed with the Interstate Commerce Commission, contain all the information prescribed by such Commission. (Currently, only nonconfidential information must be filed.)
Requires the Commission to publish special tariff rules for such contracts in order to assure that all contract terms are available to the general public in tariff format within two days after the contract has been filed.
