Comprehensive Substance Abuse Education Act of 1985 - Authorizes the Secretary of Education to establish a Comprehensive Substance Abuse Education Program to assist school districts in establishing and improving substance abuse education programs for elementary and secondary school students. Includes under such assistance the preparation and provision of instructional materials and assistance in the training for instructors for such programs.

Authorizes the Secretary to award grants to States for State personnel to implement this program.

Directs the Secretary to report on such program to the Congress within one year after enactment of this Act.

Authorizes appropriations.
