Official title: A bill to provide that a Federal agency may not require any person maintain records for a period in excess of four years, and a Federal agency may not commence an action for enforcement of a law or regulation or for collection of a civil fine after four years from the date of the act which is the subject of the enforcement action or fine, and for other purposes.

Limitation on Government Recordkeeping Requirements and Actions Act of 1985 - Prohibits any Federal agency from: (1) requiring any person to maintain, prepare, or produce records (other than records relating to a dangerous material) of an event more than four years after the event has occurred; or (2) commencing an action against a person for a violation of a regulation more than four years after such violation has occurred, except as otherwise provided by the Internal Revenue Code.
