White House Conference on Narcotics Abuse and Control Resolution of 1986 - Directs the President to call a White House Conference on Narcotics Abuse and Control to develop recommendations to control the illicit production, trafficking, and distribution of narcotics, and to prevent and treat narcotics abuse.

Directs the Conference to review: (1) the impact of recently enacted laws on efforts to control trafficking in narcotics and to prevent and treat narcotics abuse; and (2) the recommmendations of the President's Commission on Organized Crime as they relate to narcotics abuse and control. Requires the Conference to report its findings to the President and the Congress.
