Space Weapons Treaty Act - Urges the President to seek the negotiation of: (1) a treaty between the United States and the Soviet Union with respect to mutual and verifiable limitations on the testing, production, deployment, and use of space directed or space based weapons systems; and (2) an agreement with the Soviet Union for a moratorium on the testing of anti-satellite weapons.

Directs the President to reaffirm the U.S. commitment to the 1972 Anti-Ballistic Missile Treaty.
