A concurrent resolution expressing the sense of the Congress that the Secretary of Agriculture should exercise his authority under the Consolidated Farm and Rural Development Act to transfer sufficient funds from amounts authorized for guaranteed loans to amounts authorized for insured loans to meet the existing demand for insured farm operating loans.
