Establishes within the U.S. Treasury a Crime Victim's Assistance Fund administered by the Attorney General. Deposits in the fund fines paid by individuals convicted of Federal offenses.

Requires 50 percent of the fund to be distributed to qualifying State crime victim's assistance funds and the remaining 50 percent to be distributed at the discretion of the Attorney General to support Federal victims and witness assistance programs.
