Amends the Controlled Substances Import and Export Act to increase penalties (in conformity with the Controlled Substances Act) for smuggling quantities of marihuana exceeding 1,000 pounds. Prescribes a prison sentence of up to 15 years and an optional fine of up to $125,000.
