Grove City Reversal Act of 1984 - Amends the Education Amendments of 1972 to include educational institutions receiving federal financial assistance within the prohibition against sex discrimination.

Provides that the term "any program or activity receiving Federal financial assistance" in the Rehabilitation Act of 1973, the Age Discrimination Act of 1975 and the Civil Rights Act of 1964 shall be construed without reference to "any education program or activity receiving Federal financial assistance" in the Education Amendments of 1972.
