International Organizations Public Procedures Act of 1983 - Directs the Secretary of State to provide interested persons with timely notice and an opportunity to comment on proposals under consideration in international organizations which may affect the interstate or foreign commerce of the United States or Federal or State policies or programs which affect such commerce. Requires the original notice to be published in the Federal Register in time for the parties to prepare their comments and have them considered prior to adoption of the U.S. position or such proposal. Sets forth the contents of the notice. Provides for supplemental notices. Directs the Secretary to have the U.S. position published in the Federal Register. Requires the Secretary to establish public files on proposals covered by this Act.

Exempts from the provisions of this Act any proposal with respect to which the Secretary has certified to the Congress that: (1) the proposal involves U.S. national security; and (2) the U.S. would be impaired by complying with this Act.

Requires the Secretary to report annually to the appropriate congressional committees on the activities carried out under this Act.
