Amends the Department of Housing and Urban Development Act to establish, within the Department, an Office of Housing for the Elderly. Lists the responsibilities of the Office which include coordinating housing programs for the elderly and representing the Assistant Secretary for Housing on matters concerning housing for the elderly.

Requires the Secretary of Housing and Urban Development to submit to Congress an annual report on housing for the elderly.

Directs the Assistant Secretary to establish an Advisory Committee on Housing for the Elderly.
