Directs the Secretary of the Interior to convey all Federal rights in specified lands in Prince George's County, Maryland, to the Maryland-National Capital Park and Planning Commission. States that such land shall be used solely for park and waterfront recreation purposes in accordance with a certain land-use plan.

Authorizes the Commission to grant access to such land to the owner of any proposed real property development adjacent to the land. Delineates standards under which such access shall be granted.

Provides for a reversion of the property to the United States if: (1) the land is not used for park and waterfront recreation purposes; or (2) the standards for granting access to the land have not been met.
