Health Effects of Radiation Research Act of 1984 - Transfers to the Secretary of Health and Human Services the authority of the Secretary of Energy to conduct epidemiological studies of radiation effects.

Establishes an advisory panel comprised of individuals representing: (1) public interest groups; (2) experts in epidemiological studies of radiation effects upon health; and (3) public health officials.
