Permits a State or political subdivision of a State to apply to the Secretary of State for reimbursement of revenues lost by reason of the exemption from taxation of foreign diplomatic and consular missions and international organizations located within its jurisdiction. Requires a State or political subdivision to repay to the United States amounts received under this Act and not spent for public purposes.

Authorizes appropriations.
