Criminal Justice Information Improvement Act of 1984 - Requires the Attorney General to establish and maintain an interstate identification index for the purpose of assisting Federal, State and local agencies to locate criminal identifications and crime records held by such agencies.

Amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize grants to State and local governments for developing capabilities necessary to submit and obtain information in the interstate identification index.

Establishes within the Department of Justice a National Crime Information Advisory Board. Requires the Board to recommend to the Attorney General general policies regarding the acquisition, classification, storage, and dissemination of such criminal justice information. Requires the Board to review security and privacy aspects with regard to the interstate identification index.
