Civil Rights Act of 1984 - Amends the Education Amendments of 1972, the Rehabilitation Act of 1973, the Age Discrimination Act of 1975 and the Civil Rights Act to prohibit discrimination by any recipient of Federal financial assistance. (Currently, discrimination is prohibited only in a program or activity receiving Federal assistance.)

Defines the term "recipient" to extend comprehensive coverage for purposes of the four Acts to any State or local governmental unit, any public or private agency or entity, and any subunit, successor, assignee, or transfereee of any such unit, agency, or entity.
