Grants access to criminal records in the custody of the Attorney General to non-law enforcement officials and agencies of any State or city if the laws or regulations of such jurisdiction authorize or require such official or agency to acquire criminal record information in the performance of duty.
Directs the Attorney General to establish standards and procedures for the acquisition and exchange of identification records.
