Ethnic Affairs Broadcasting Clearinghouse Act of 1983 - Amends the Communications Act of 1934 to require the Federal Communications Commission (FCC) to establish the Ethnic Affairs Clearinghouse.

Directs the Clearinghouse to: (1) establish a clearinghouse for complaints about the portrayal of ethnic groups in radio and television broadcast programming; (2) collect and disseminate information about such portrayal; (3) conduct an annual conference to draw public attention to such portrayal; (4) submit to Congress an annual report on its activities, including a compilation of all complaints received; and (5) provide such information to the FCC for possible consideration when reviewing license applicants.
