Repeals the Act which created the Saint Lawrence Seaway Development Corporation.

Establishes within the Department of Transportation the Saint Lawrence Seaway Development Administration, headed by an Administrator. Requires such Administrator to: (1) operate and maintain the United States portion of the Saint Lawrence Seaway; and (2) conduct plans and studies for improvements to such portion. Authorizes the Administrator to participate with the Saint Lawrence Seaway Authority of Canada in the collection of tolls to be used for bridge and approach repair.

Requires the Secretary of State, in consultation with the Secretary of Transportation, to begin negotiations with the Saint Lawrence Seaway Authority of Canada to reduce or eliminate all tolls on the Seaway.

Authorizes appropriations for fiscal years after September 30, 1983.

Transfers all property and functions of the Saint Lawrence Seaway Development Corporation (the SLSDC) to the Department of Transportation to carry out the functions of the Saint Lawrence Seaway Development Administration (the SLSDA). Requires the SLSDA to assume all functions of the SLSDC.
