Child Care Information and Referral Services Act - Directs the Secretary of Health and Human Services, through the Commissioner of the Administration for Children, Youth, and Families, to establish a grant program to assist public or private nonprofit organizations in the establishment or operation of community- based child care information and referral centers.

Sets forth grant application requirements. Limits the duration and amount of grants to a center.

Sets reporting requirements for centers receiving such grants. Directs the Secretary to report annually to specified congressional committees on activities under this Act.

Authorizes appropriations.
