Amends the Payments in Lieu of Taxes Act to repeal the provision which treats entitlement lands within two concurrent units of local government as being, for specified purposes, within the jurisdiction of the smaller of such units.

Redefines the term "unit of local government" to mean a unit of that level of local government which, within a State, is the principal provider of governmental services affecting the use of public lands.
